At the invitation of the UN Special Rapporteur on Minority Issues, we participated in the above Web-based seminar series. Our presentation focused on some key improvements international organizations and entities need to make as they engage countries faced with minority issues – and we spoke from the experience of Cameroon’s Anglophone crisis.
As Cameroon’s Parliament convenes this month for its last ordinary session for the year 2019, one of the key expectations that several constituencies around the country have for the session, is whether and how it will advance the recommendations from the recently convened National Dialogue on the Anglophone crisis. One of the key recommendations from the said Dialogue, was for the enactment of a regional Special Status for the affected Northwest and Southwest regions, which takes into account their historical specificities.
We are pleased to present some observations on the Bill on the Promotion of Official Languages in Cameroon, tabled before Parliament. In these observations, we raise a number of challenges with and potentially problematic provisions of, the said Bill. These include: (i) its failure to take into account the existing patterns of use of Cameroon’s two official languages across its regions and agglomerations, (ii) how the Bill interfaces with the potential Special Status dispensation for the Northwest and Southwest Regions...
On Friday 20 December 2019, Cameroon’s Senate adopted the Bill to Institute a General Code of Regional and Local Authorities. The said Bill contains provisions pertaining to a Special Status for the Northwest and Southwest Regions of Cameroon. In the attached note, we do not yet make substantive comments on the actual content of the Special Status provisions – we shall do so early in 2020.
